                MARCH 17, 2008 MEETING MINUTES

           DISTRICT 10 NEIGHBORHOOD ALLIANCE

 

 

The meeting was called to order at 7 PM by President Mike Gallagher. The minutes of the last meeting were accepted as correct by acclimation. The Treasurer's report was put on hold until the next meeting as the former Treasurer Saul Castellanos and the newly elected Treasurer Ron Campos had difficulty getting the transfer done at the credit union. No additional members have joined the Alliance since the last meeting.

 

A presentation regarding the venue tax extension was given by Mike Sculley. This is coming up on the May 10th election. The items identified for this tax benefit are divided into four parts. It is a visitor tax that is collected through a 1.75% hotel occupancy tax and a 5% short term motor vehicle rental tax. Thus, the citizens are not burdened with additional taxes to achieve these projects. Only items regarding a construction of venues and related infrastructure that enhance economic development and tourism can benefit from the tax. The four sections of the tax are: San Antonio River expansion and improvement; youth and amateur athletic facilities; performing and cultural arts facilities; and community areas and rodeo grounds enhancements. Each of the four sections will be a separate vote.

 

Councilman John Clamp attended the meeting and spoke on several items. He reminded the members that budget talks are starting and that the SAFFE program must be assumed to be in danger. He urged member associations to let his office, the other Council members and mayor know that we want the program and want it enhanced. The Capitol Improvements Plan should be ready for unveiling in the next two months. Term limits should be on the November election ballot. There are SAWS increases coming in the future. The Councilman said that he is still reviewing all the information regarding the request for a rate increase by CPS.

 

Mike gave a brief presentation regarding the Public Works Town Hall Meeting that he and Colletta attended. The discussion then turned to the establishment of standing committees for the Alliance. Code Compliance, Public Safety and Membership Outreach had been previously suggested. The members were asked for additional committee needs. As a result, Beautification and Rezoning were added. Sign up sheets were passed among the members. Those present were asked to sign up for a committee. Members not present at this meeting will still have the opportunity to join committees.

Code Compliance: Jack Judson; Fred Adams; Roberta Stade; Eric Meyer; and Tom Ratcliffe

 

Public Safety: Ron Campos and Philip Jackson

 

Membership Outreach: Mitch and Connie Marscalek

 

Beautification: Bud Little; Mike Reid; and Tom Ratcliffe

 

Rezoning: Mitch and Connie Marscalek

 

 

Saul Castellanos reported that he is starting to add the hand outs we receive at meetings to the web page so they can be easily assessed. A question was raised regarding what is appropriate to ask a SAFFE officer or what specifically are their duties. Ron Campos suggested that we have a SAFFE officer come to a meeting and explain their job.

 

Mike reminded members that the next meeting is May 19th. He said that the topic at that meeting will probably be term limits. Members were asked to speak with their Boards and come prepared to vote on the issue.

 

Prior to adjournment Bud Little said that his association had lost many COP members in recent years. In an effort to recruit more members, he had arranged for a COP class on Saturday, Jul 19th from 9 AM to 1 PM at the Toolyard. He stated that others are welcome, but he needs to know by mid June the number of additional people to expect. The following is the Memorial Day holiday schedule of services: 
 
▪ City offices will be closed.
▪ All libraries and Municipal Court will be closed.

▪ Garbage, recyclables and brush will be collected.

▪ Golf courses will be open.

▪ Police, fire, EMS personnel and animal care officers will be on duty.
